GPS-RO has been recommended for rapid implementation by the UN World Meteorological Organization (WMO) in Geneva and the 100-nation Group on Earth Observations, shown here at the first Earth Observation Summit, held in Washington, DC, in July 2003. In October 2004 the WMO issued Action A20 (AF13), stating, "GPS-RO measurements should be made available in real time, incorporated into operational data streams, and sustained over the long term." Recommendation S12 of their draft Implementation Plan states, "The opportunities for a constellation of RO sounders should be explored and operational implementation planned," and assigns an Action to the WMO Space Programme to promote "operational constellations following COSMIC." In January 2007, a major "Decadal Survey" conducted by the National Research Council to lay out priorities for NASA and NOAA for the next ten years, was released. The Survey named a GPS-RO constellation as the Number 1 priority mission for NOAA (along with a solar irradiance mission) before 2013.
