The first practical GPS-RO proposal, developed at JPL in 1988, was funded by NASA to eval-uate its possible deployment on their Earth Observing System satellites and the International Space Station. Although GPS-RO was never installed on those spacecraft, the effort led shortly to a flight experiment sponsored by the National Science Foundation and spearheaded by the University Corporation for Atmospheric Research (UCAR).
